Being called upon at such short notice, I fear that I am not as well prepared as I would wish, and in pinch-hitting for Professor Rogers will doubtless suffer the ignominious fate of most pinch-hitters. The subject that has fallen to my lot is very large and complex. I shall only attempt to discuss certain major aspects of the problem. I must ask you to bear in mind that I am speaking entirely for myself and that my remarks should not be taken as in any way reflecting the views of the Federal Reserve Board.
