M had a history of sexual offending against children. His latest conviction was for three counts of the sexual assault of a child under 13 and one count of causing or inciting a child to engage in sexual activity for which he was sentenced to a term of imprisonment for public protection, the minimum period being set at three years. M had been released from jail for previous sexual offences against children when he befriended a woman who had two young children, the elder of which was the victim for this offence.
