Investigation and use of space for the development of national economy, science, and technology is one of the most important trends in the activities in the inter ests of people, society, and state. Global climatic and ecological changes have become a subject of investigation within the framework of a number of national and international research pro- grams, for example, the US Global Change Research Program, which has acquired an international status, the International Geosphere Biosphere Program, and the World Climate Research Program (WCRP). The program Global Energy and Watr Cycle Experiment (MEX), which constitutes one of the basic parts of WCRP also is of complex inter and multidisciplinary namre.
