Efficiency evaluation of industrial waste gas control in China: A study based on data envelopment analysis (DEA) model

摘要

With the rapid economic development of China, the increasing emission of industrial waste gas as well as its poor control efficiency have caused serious air pollution issues and put threats to human health and sustainable development. Under the current development model, China's industrial sectors still remain the dominant economic component. Based on existing academic research in China and abroad, as well as with the help of the Data Envelopment Analysis (DEA) model, this paper adopted 39 industrial sectors of China as Decision Making Units (DMU) and their input-output data from 2003 to 2014 to calculate and evaluate the TFE of waste gas control in different industries of China. By designing an original MATLAB algorithm for optimization solutions of multi-variable constrained nonlinear functions, we found that there were 24 industries (61.5% of total industries) whose waste gas control efficiency at period end was lower than that at period beginning. Although the tobacco industry kept the optimal level, the major sectors with the biggest industrial waste gas emission all had poor waste gas control TFE. Based on the results, we further explained possible reasons for the difference in TFE across different industries from 2003 to 2014, and provided policy recommendations accordingly.
