At a time when electronic media outlets are growing, there is a realization that this increase does not necessarily lead to greater diversity. Even of more concern is the fact that these media outlets do not provide viewers with the information to function as active participants in their democracies. It is this framework that shapes Baldi and Hasebrink's book, which originated from a study funded by the European Union published as country reports in 2005. The book takes a comparative approach to examining media system accountability and viewer participation in 29 European countries.
