As the acronyms LULU (locally unwanted land use) and NIMBY (not in my backyard) indicate, people resist locating factories, electricity generating stations, highways, and other undesirable land uses and facilities in their neighborhoods (Boholm, 2005; Lake, 1987; O'Hare, Bacow, & Sanderson, 1983; Popper, 1981; Portney, 1991). New nuclear research facilities, nuclear waste management facilities, and nuclear-powered electricity generating stations are among the least accepted land uses. The Ninth Circuit of the United States Court of Appeals has observed that society wants the benefits of nuclear science, but not the resulting legacy (Natural Resources Defense Council v. Abraham, 2001).
