Better Predictability in a Performance-Based NowGen System

In the planning and operation of the ATM system, users have an expectation of predictability. In the transition to NextGen, what now are defined only in terms of general expectations, must transition into specific performance requirements and targets for the now and future systems. Today's measures in performance mask many of the inefficiencies in the system. This is an area that does not need to wait until full NextGen implementation. It can be addressed in the short and medium term, starting now.
