Our current national infrastructure for data communications with aircraft dates back to the 1970s. Aircraft Communications Addressing and Reporting System (ACARS) was created to help airlines track pilot's flight time. ACARS quickly evolved to become a two-way communications system for Airline Operational Control (AOC), tracking aircraft movement, and providing critical performance information, such as engine health. In the 1990s, ACARS evolved once again to start providing Air Traffic Services (ATS) messaging, adding Departure Clearance (DCL), Digital Automated Terminal Information Service (D-ATIS) and Oceanic Clearance Delivery (OCD). With the success of ATS messaging, ACARS use was extended to deliver Future Air Navigation System (FANS) messages for Air Traffic Control (ATC) in the oceanic regions throughout most of the world. FANS messaging includes Controller-Pilot Data Link Communications (CPDLC) and Automatic Dependent Surveillance - Contract (ADS-C). In Europe, the Aeronautical Telecommunications (ATN) network is utilized to deliver CPDLC for ATC communications in their domestic airspace.
