With Moscow and Washington having agreed earlier this month to a new round of cuts to their strategic nuclear arsenal, the policy focus has now moved to discussions between Russia and NATO over Russia's desire to see US tactical nuclear arms withdrawn from the alliance's European territory. "When serious radical reductions [to strategic nuclear weapons] are now under way by both sides, what reason is there to keep a US tactical nuclear arsenal on the territory of Europe?"
