Overview. Historically, Peru's military needs have shifted between providing internal security and preparing for external conflict. Peru has a history of contentious relations with its neighbors, Ecuador and Chile, highlighted by a brief war between Peru and Ecuador in 1995. The country has also dealt with threats from guerrilla groups, such as the Sendero Luminoso (Shining Path) and Tupac Amaru, and drug traffickers.
