All important decisions involving the military, including those regarding doctrine, procurement, and promotion, have traditionally been made collegially by the Supreme Military Council, a body of roughly 30 senior officers. The armed forces commander has generally been selected by an assembly of 57 colonels and generals. Though the president was nominally the commander in chief of the armed forces, all presidential decisions regarding the armed forces were first cleared by the armed forces commander. Over the past decade and a half, this balance of power has gradually changed, with the locus of power shifting toward the executive branch.
