China is allowing institutions conducting debt-to-equity swaps to issue special bonds to help fund their programmes as part of a broader effort to reduce high levels of corporate debt. The main state planning agency, the National Development and Reform Commission, said in guidelines issued in late December that issuers including, but not limited to, state-owned investment firms and local asset management companies could issue the bonds.
