The 10-month long hibernation for Qatari issuers frozen out of major international markets looks set to be broken by an unexpected name. No Qatari borrower has accessed the mainstream US dollar market since a spat with Doha's Gulf neighbours erupted in June when Saudi Arabia, the United Arab Emirates and Bahrain cut diplomatic ties and imposed an economic boycott, protesting against Qatar's relationship with Iran.
