AUGUST UPDATE

Thirteen national departments led by the National Development and Reform Commission (NDRC), the State Administration of Taxation and the National Energy Administration recently issued the Guideline on Accelerating Promotion of Natural Gas dated 23 June 2017 (the Guideline). The Guideline proposes that natural gas should account for about 10% of China's primary energy consumption by 2020. According to the Guideline, China will open the market to more competitions, encourage more investments into the natural gas infrastructure, and speed up efforts to build a market-oriented gas pricing mechanism. The Guideline also emphasises the priority in implementing gas project in town, natural gas power project, industrial fuel promotion project and transportation fuel promotion project, in particular, to promote the development of natural gas vehicle and the construction of gas filling/refill stations. A decision has also been made in policy and supply of resources to support such key points and aims.
