RANKINGS DE UNIVERSIDADES ¿APLICAN PARA PAÍSES PERIFÉRICOS COMO VENEZUELA?

El presente estudio analiza los rankings internacionales que intentan clasificar a las universidades a nivel mundial, regional y nacional utilizando distintos indicadores. Los objetivos de la publicación son: 1) Revisar la relación entre los manuales internacionales de indicadores de investigación, desarrollo e innovación (I+D+i) y los datos utilizados por los rankings universitarios para realizar sus clasificaciones. 2) Analizar los rankings universitarios y establecer su utilidad real. 3) Examinar la aplicabilidad de los rankings en países periféricos y emergentes. La metodología empleada se basó en: a) búsqueda de información referida a los Manuales Internacionales en materia de indicadores de I+D+i; b) revisión de literatura especializada para analizar las fortalezas y debilidades de los rankings seleccionados; y c) recolección de datos de cuatro universidades venezolanas para su comparación. Los resultados muestran que en la medición de las actividades de las universidades se utilizan diferentes parámetros, siendo el más común las publicaciones científicas y en el proceso de análisis se encuentra la dificultad de comparar el papel que juegan las universidades de países periféricos tales como Venezuela, en contraste con universidades de países centrales, debido a la heterogeneidad de factores en contextos diferentes. Se pretende, además, dar algunas orientaciones en referencia a la plataforma de investigación de las principales universidades venezolanas, sin que por ello se deje de lado a universidades ubicadas en posiciones intermedias respecto a las de países centrales.%The present study analyzes the international rankings that intend to carry out a worldwide, regional and national classification of universities using different parameters. The aim of the paper is: 1) To review of the relationship between the international manuals of research, development and innovation (R+D+i) indicators and the data used by the rankings. 2) To analyze the different rankings in order to establish their real applicability. 3) To examine the application of these rankings in peripheral and emerging countries. The methodology used was based on: a) the search for information referred to international manuals of R+D+i; b) reviewing literature related to strength and weakness of the selected rankings; and c) collecting data from four Venezuelan universities for comparison based on research indicators. The results show that rankings measure university activities using different parameters, most commonly that of research publications. In this context there are difficulties in comparing the roles played by universities in peripheral countries such as Venezuela, in contrast with that of institutions in central countries, due to the heterogeneity and complexity of each university, which cannot be measured by the international rankings. The paper also aims to provide some guidelines concerning the research platform from leading universities of peripheral countries such as Venezuela, without thereby disregarding universities located in intermediate positions with respect to the core countries.
