EL CAMBIO NECESARIO DE LA UNIVERSIDAD ESPAÑOLA, ANTE UN NUEVO ESCENARIO ECONÓMICO

Es esencial en este contexto de crisis en el que nos encontramos y de necesaria apuesta por la llamada economía del conocimiento, el papel del sistema universitario español, como generador y difusor de conocimiento e impulsor de procesos de innovación y generación de valor añadido. En este trabajo se analiza con rigor y de acuerdo con las estadísticas internacionales más reconocidas, cuál es la situación del mismo, en términos comparativos con otros sistemas universitarios del mundo, y se plantean, vista la experiencia exitosa de otros modelos universitarios, los cambios necesarios que pueden contribuir a su mejora, teniendo en cuenta nuestro marco regulador, así como nuestra realidad social y económica. Visto este estudio, se puede afirmar que en España se tiene un buen sistema universitario, en atención a los recursos de que el mismo dispone, pero que puede y debe mejorar si se realizan los cambios necesarios, en orden a una mayor garantía de suficiencia y estabilidad financiera, mayor autonomía y desregulación en su gestión (menor burocracia), con una permanente rendición de cuentas, y con un sistema de gobierno más eficiente y operativo, respetando siempre el principio constitucional de la autonomía universitaria.%In these times of economic crisis in which a commitment to the so-called knowledge economy is necessary, it is essential for the university system to play a role as a builder and disseminator of knowledge, and as a driver of innovative and enterprising processes providing higher added value to new ventures. In this paper the comparative position of the Spanish university system is rigorously analyzed in terms of the resources available to it, based on the most recognized international statistics. Changes are then proposed to improve this university system taking into account the successful experience of other university models, and without overlooking either the Spanish regulatory framework or the social and economic reality in Spain. This study evidences that in view of its resources, the Spanish university system is fairly good. However, it can and should be improved by making the changes required to guarantee: greater financial sufficiency and stability; increased independence and deregulation (less bureaucracy) and permanent accountability of its management; and a more efficient government system, which operates under, and respects, the constitutional principle of university autonomy.
