Outgoing Deputy Defense Secretary Gordon England on Jan. 23 signed a Defense Department directive expanding the range of civilian workers that could be called upon to serve in dangerous crisis regions abroad.rnThe new directive establishes a new category of workers, labeled "Non-Combat Essential," considered so key to military operations that they can be ordered overseas. Unlike personnel whose jobs come with "Emergency-Essential" (E-E) labels, workers whose jobs carry an NCE designation would not be close to direct combat action if deployed, the directive states.rnWorkers in both categories can be directed to deploy outside their normal job locations. "However, whenever possible, the DOD civilian expeditionary workforce will be asked to service expeditionary requirements voluntarily," the directive states.
