PacifiCorp gets FERC OK to transfer license of four Klamath River dams

The Federal Energy Regulatory Commission approved PacifiCorp’s request to transfer its license for four dams on the Klamath River to the Klamath River Renewal Corp. and Oregon and California. PacifiCorp, KRRC and the states submitted their application in January to transfer the license, according to the June 17 order (P-2082- 062, et al). KRRC intends to later seek approval to decommission and remove the four dams, known as the Lower Klamath Hydroelectric Project, taking about 163 MW of generation offline. The applicants have $450 million set aside in a settlement agreement to pay for the decommissioning and committed to creating a separate $45 million contingency fund. FERC said the $450 million “should be sufficient” but noted that the contingency fund and agreement to share any additional costs “provides further funding assurance.”
