Windows 8 applications written in C# or HTML5/JavaScrtpt will run on any Windows 8 device without recompiling. C++ apps also will be available across the whole line, but they'll have to be recompiled tor tablets and smartphones. C# apps execute on the .NET runtime, which is on all Windows 8 devices, while C++ apps are compiled to native code (x86 or ARM).
