The worst in the world?

It would need a systematic survey with carefully agreed criteria to decide which country produces the worst LIS research in the world. However, there are several strong contenders under any set of rules. Reports, theses and articles pour out of some countries like a flood. For instance, in several countries, Nigeria for example, not only are LIS academics promoted and rewarded on a 'publish or perish' basis, but academic librarians are too. So there is a practical reason why a large number of LIS-qualified people do research and seek further degrees and publication. However, this pressure doesn't explain the careless, lazy and sometimes downright dishonest outcomes that disgrace the whole professional community of some countries by association. This is all very unfair on anyone from such a country who is trying hard to write good research-based material, but many colleagues are letting them down very badly.
