Maritime Constituency - Education, Training and Development Needs

This paper assumes the direct need for a maritime constituency and through a proactive approach, examines the Education, Training and Development (ETD) required for generating and operating such a constituency. Organisations, such as a maritime constituency, are brought into existence through visionaries. Some of them do not survive the test of time due to the non-existence of an ETD policy or its poor implementation. The contribution of our Director General of Shipping, for sowing the seeds of the maritime constituency in our minds, and the National Maritime Day Committee, in providing a sterilised environment for the creation of the Maritime constituency, is rightfully acknowledged here. The author wishes to thank the or-rnganisers for giving him the opportunity and all of you present at the NMD celebrations, for providing him a Listening space.
