As India forges into the 21st century and addresses the challenge of globalization and a world where "tariffs" "duties" and "quantitative restrictions" are at best taboo, decision makers in Government need to rationalize which industries require support, can afford to be taxed, or simply need to be left to their own devices. Steps taken, or not taken, by Government will then act as signals and be catalysts in determining whether these industries attract entrepreneurs, professional talent, and ultimately, capital for investment.
