摘要

In this paper, a hybrid mobile-fixed video surveillance system for public security is introduced. In this system, IP cameras and "Spyglass" a special gadget with a tiny camera and a wireless transfer embedded in a glass's frame, are integrated to compensate existing problems of traditional video surveillance system: moral harassment (i.e., uncomfortable feeling of human when being seized by strange equipment moving around), and blind areas (i.e., areas that cannot be covered by cameras). In order to evaluate the productivity of the proposed system in reality, we propose a case study to solve an emerging issue in public security: abandoned object's owner detection. Especially, we propose a new algorithm based on common color histogram to select the right owner from a set of suspects. This algorithm is tested on dataset of AVSS 2007, ITEA CANDELA, and our own whose content is 12 hours long and covers different situations. The experimental results with careful evaluation and comparison show that the proposed system sets a step ahead on video surveillance system researches.
