摘要

Public sector information services in India are provided by three groups of organizations namely government initiatives, corporate initiatives and public-private partnership based institutes. These services differ greatly in scope, coverage, extent of services, management policies, and in aims and objectives. But there is a similarity in negative sense. None of these groups of organizations is based on well-structured planning in terms of information demand survey, categorization of public sector information resources and their organization, development of information dissemination infrastructure, and design of mechanisms to serve disadvantaged section of the society who do not have ready access to information support on the most important problems that people have to face, problems to do with their homes, their jobs and their rights. Democracy needs informed citizenship. If people are to make informed decision, they require survival and citizen action information services at the time of need. Obviously, public sector information services, in view of large rural India (600+ districts, and around 6,000 blocks and 600,000 villages), cannot operate in isolation.
