Section 8 owners asked the House HUD appropriations subcommittee at an April 23 hearing to provide enough money for the program to that HUD can end its policy of short-funding housing assistance payments (HAP) contracts. They told the panel that $2.6 billion to $2.8 billion above the Administration's fiscal 2009 budget request will be needed. In a related development, a bipartisan group of 22 senators, including Banking Committee Chairman Christopher J. Dodd (D-Conn.), sent a letter to Appropriations Committee Chairman Robert C. Byrd (D-W.Va.) and ranking member Thad Cochran (R-Miss.) April 17 asking them to include $2.8 billion in Section 8 project-based funds in the upcoming supplemental appropriations bill.
