Deval Patrick (D) signed fiscal 2011 budget legislation that reduces funding for homeless shelters while state public housing and rental vouchers received increases for the fiscal year, which began July 1.rnThe legislature overrode the governor's line-item veto of a budget section which will require MassHousing to transfer $2.7 million to the Massachusetts rental voucher program (MRVP) and the Massachusetts Housing Partnership to transfer $2 million to the soft-second mortgage program for low-income, first-time home buyers operated by the Department of Housing and Community Development (DHCD).
