Seattle Housing Authority Plans Simplified Utility Allowance System

The Seattle Housing Authority (SHA) has proposed an amendment to its 2011 Moving-to-Work (MTW) plan to replace the existing utility allowance for households in the Section 8 voucher program with a simplified calculation based on average year-round utility costs obtained from a Seattle City Light residential customer usage survey. The calculation of utility allowances currently requires SHA housing inspectors to document the utility options for each room in a rental unit and select from more than 250 options on a cost chart which is based on national averages adjusted for local weather.
