The US Pipeline and Hazardous Materials Safety Administration (PHMSA) issued a notice of proposed rulemaking (NPRM) under docket HM-218F this past September 29, proposing a range of amendments to the Hazardous Materials Regulations (HMR). Many of these are relatively minor corrections, clarifications and updates, but there are a number of substantive changes planned, which are outlined below.
