Since 2009, the Making Room initiative, launched by the New York nonprofit research and advocacy organization Citizens Housing and Planning Council (CHPC), has aimed to tackle the discrepancy between existing and newly built housing and how people actually live today. This includes, as one example, the language of "family" upon which existing codes continue to be based. New York City's Housing Maintenance Code posits "family" as the only legal occupant of a "dwelling." In this code's most restrictive definition, a family is "no more than three unrelated adults," meaning a married or registered couple and their children can share their dwelling with, at maximum, two borders or unrelated individuals.
