A cash-strapped Arizona county is asking a neighboring city to pay up for tax revenue it has lost because of land the city wants to use as a water farm for private golf courses. La Paz County, Ariz., is working to recover about $155,000 in lost property tax revenue connected with the plan by the city of Scottsdale to use 1,021 acres it owns along the county's eastern edge for the water project. "Our position legally is that they owe us money, and our position morally is that they need to learn to become more sensitive to how their behavior affects an underserved county," said La Paz County Administrator Dan Field. Scottsdale, which purchased the land in 2013, plans to take groundwater from the site to feed golf courses and city reserves.
