As 2006 drew to a close, the European Commission (EC) made good on its promise to enforce stricter limits in Member States' National Allocation Plans (NAPs) for Phase Ⅱ of the European Union's (EU) Emission Trading Scheme (ETS). The ETS opened for carbon trading in January 2005; Phase Ⅰ of the market-based greenhouse gas (GHG) reduction program runs through 2007. Phase Ⅱ will open trading under the provisions of the Kyoto Protocol in 2008. Phase Ⅱ NAPs were due in June 2006.
