Oregon (USA) has become the first state to enact a product stewardship law for the collection of leftover consumer paint. The pilot program, which runs until 2014, charges a consumer fee that a nonprofit organization will use to pay for the collection and proper disposal or reuse of the leftover paint. Minnesota tried to enact a similar law in 2008 and again in 2009, but it was vetoed by the Minnesota Governor, due to the consumer fees it imposed.
