The Manchester Arena Inquiry, a statutory public inquiry, was established by the Home Secretary in 2019 toinvestigate the deaths of the 22 people killed on 22 May 2017 following the attack on the Manchester Arena. This isvolume 1 of the Inquiry’s independent report.The report addresses the security arrangements at the Ariana Grande concert, and identifies missed opportunitiesfor detecting and stopping the attacker (Salman Abedior, referred to throughout the report as SA) reducing theharm he caused.
