IN 1987, I WAS PROMOTED TO THE RANK of battalion chief in the Jersey City (NJ) Fire Department. As an unas-signed battalion chief, I was detailed to assume the position of apparatus officer because of my civilian background as a heavy truck mechanic. In addition to trying to get the fleet maintenance program on track, one of my first duties was to perform a final factory inspection on two 110-foot aerial trucks manufactured by a company from which the city had not previously purchased aerials.
