Minimum national limits on carbon dioxide emissions from industry should be set and enforced by the European Commission, says new research from the UK's think tank the Institute for Public Policy Research (IPPR). The European Emissions Trading Scheme at the Crossroads highlights how permits given free to industry worth 44 million tonnes exceeded emissions in the first year of trading and caused the carbon price to crash by 60 per cent. It then argues that from now on the European Commission should reject plans that are not in line with Kyoto Protocol commitments and that 2006 should be the last time national governments can set their own limits on whatever basis they choose.
