The St. Louis Metropolitan Sewer District has agreed to pay $4.7 billion over the next 23 years to upgrade its system as part of a proposed consent decree filed Aug. 4 by the Justice Department and the Environmental Protection Agency over discharges of untreated sewage from the system (United States v. Metropolitan Sewer District, E.D. Mo., No. 4:07-CV-1120, 8/4/11). Under the terms of the proposed settlement, which were first made public by MSD in early June, the district would be required to implement a comprehensive plan to eliminate more than 200 illegal discharge points within its sanitary sewage system where untreated sewage escapes into nearby rivers and streams, particularly during rainstorms, the agencies said (42 ER 1291, 6/10/11).
