Mexican Senate Passes Energy Reform Bill To Allow Consortia, Apportion Spill Liability

Mexico's Senate passed a package of bills July 20 that would govern the restructuring of its two state-owned energy companies as part of a broad-reaching overhaul of the sector. The Senate voted 89-27 in support of legislation aimed at reshaping Mexico's national oil company, Pe-troleos Mexicanos, and its power utility, the Federal Electricity Commission (CFE), into more competitive entities. Observers say both houses of Congress could pass the whole energy overhaul sometime in the late summer.
