Environmental group was entitled to bring claim alleging U.S. Forest Service, after revising critical habitat designation for lynx species, violated Endangered Species Act in not reinitiating consultation on forest plan amendments that address lynx species' recovery, because: (1) group established standing for its alleged procedural injury, and (2) claim is ripe for judicial resolution.
