Environmental group lacks standing to bring claim alleging U.S. Forest Service acted arbitrarily and capriciously in not issuing National Environmental Policy Act supplemental environmental impact statement for National Forest Management Act land and resource management plan after prediction of new gas wells in national forest increased from 10 to 20 over next 10 years to 1,730 after discovery of natural gas in area, because: (1) group bears burden to establish that member of group has specific plan to enjoy forest that will be affected by challenged action; (2) even though allegations that group regularly schedules outings in forest might be sufficient to establish specific plan for group to use forest in future, group does not identify any individual member of group that plans to use forest in future; and (3) individual member of group who alleged he used forest in past did not allege he plans to use forest in future.
