Revenue generated by oil and gas development on public land may only be used to conserve and maintain the state's natural resources, the Pennsylvania Supreme Court held June 20. "The Commonwealth (including the Governor and General Assembly) may not approach our public natural resources as a proprietor, and instead must at all times fulfill its role as a trustee," the court said (Pa.
