Deputy prime minister John Prescott hasn't had an easy time of it over the last couple of years. His plans for regional assemblies collapsed in a wave of apathy, and ODPM's plans to meet the UK's demand for more housing - dubbed Sustainable Communities - has been constantly sniped at as being anything but. Plans to build tens of thousands of houses in the Thames Gateway, which stretches from East London to the mouth of the River Thames, have been attacked as a recipe for the destruction of the countryside, and as a reckless scheme to build in areas prone to flooding. But is the risk as high as has been claimed?
