Building legislation and regulation have become increasingly demanding in recent years, as have the associated planning hurdles. Developers cannot avoid addressing sustainability. But it is vital that the flexibility to allow the development of innovative solutions remains, and the recent consultation on the definition of zero carbon will improve the situation considerably.rnThe government has realised that, if we are to achieve the national targets for 2016 and beyond, the best supply and design options are not always local to the project - or, in some cases, even directly connected to it. Far from being a relaxation in standards, this introduces the flexibility for innovation - and it will present new challenges for the construction sector.
