Phil McCann is the best possible storyteller about the scientific background of the recent turn taken by he EU's regional policies towards the so-called "Smart Specialisation Strategy" (henceforth, S3). He has been special adviser to former EU Commissioner Johannes Hahn in shaping such policies and puts in his book all the knowledge one can get from this privileged perspective.
