Sen. Max Baucus (D-MT) is building Democratic support in the Senate to craft legislation shaping EPA's pending effort to regulate coal ash, state officials say, an effort that if successful could provide an alternative to House-passed legislation that has drawn opposition from many Democrats and the Obama administration. Baucus is "very engaged" in building a coalition of Democratic senators to support coal ash legislation, with industry, states and others working on legislative text, Ed Thamke, an environmental regulator from Montana told state regulators gathered here at the Spring meeting of the Environmental Council of the States (ECOS).
