Opening borders for engineers

In these days of the global engineering consultancy, international standards and universal design and management software, it would seem reasonable that engineering professionals could move seamlessly between countries. Yet, it is important for engineering associations (and responsible government agencies) to have confidence in the abilities, standards and experience of engineers that work within their jurisdictions. Although the laws of science and their application by engineers to improving our world may be predictable and consistent across languages, cultures and religions, the legal systems established by governments to protect their national interests impede the universal mobility of the engineering profession.
