Have I got a late-payment story for you. In 1996 my company—I mean my former company—built foundations for three bridges over the San Benito River in Hollister, Calif. My colleagues and I at Judd Drilling expected the work to cost $931,000, but changed subsurface conditions, acknowledged up front in writing by the resident engineer for the California Dept. of Transportation, created an additional $350,000 worth of work. We proceeded with the understanding that Caltrans intended to issue a change order.
