A multibillion-dollar plan to improve California's water supply and preserve the state's largest estuary has taken a step forward, but it has also run into criticism on Capitol Hill. On July 19, the Senate approved a fiscal 2002 energy and water appropriations bill that includes $40 million for projects related to the "Calfed" plan. The same day, however, witnesses at a Senate water and power subcommittee hearing testified that they had problems with the latest version of the main bill authorizing the federal share of the project.
