Building for a Secure Future Does Not: Require a Moat

The threat of terrorism and "the war on terror" have become an all-purpose bogeyman used to justify all manner of things that free citizens with clear heads would not tolerate. In the name of homeland security, Americans have adapted to infringement of civil liberties, wars to accomplish regime change and open-ended detention of prisoners in secret locations without recourse to legal remedies. The result of the indiscriminate invocations of terrorism's threat has produced a predictable result—doubt that the threat is as widespread as claimed.
