It is time to give the free market greater sway in construction of highway projects, said a panel of experts debating the merits of public-private partnerships. Federal Highway Administration chief Mary Peters moderated the session at the annual Transportation Research Board meeting held Jan. 9-13 in Washington, D.C. Five panelists representing federal, state and private entities agreed on the potential benefits of private-public partnerships but had varying opinions on how those could be best achieved.
