On Oct. 30, 2008, while on the cell phone with Belcher roofer foreman Vince Traitz, superintendent Al Martino hears the words over the phone that everyone fears: "I gotta go. Someone just went over the edge!" The edge was the roof of a 20-story condo complex in Philadelphia. As he sped to the scene, Martino called Bill Reis, Belcher's safety director, and explained the situation. Immediately, Bill headed for the site. Traitz and his crew identified the man as a Local 19 sheet-metal worker who was working from a Spider lift installing support brackets for a 20-sto- ry-tall steel chimney stack. Looking down from the roof, the crew saw the worker dangling in his harness.
